emissions budgeting

this was a project primarily undertaken by one of my frequent collaborateurs, dr ling min tan, funded by a re quality-related strategic priorities fund program in collaboration with the south yorkshire mayoral combined authority. the overall goal was to deliver a roadmap for developing a regional emissions accounting and assessment framework to provide a robust evidence base for decarbonization decisions on a long-term basis.

the key recommendation from the work were to combine and adapt from existing methods such as the greenhouse gas protocol for community-scale greenhouse gas emission inventories, the common reporting framework of the global covenant of mayors and the setting city area targets and trajectories for emissions reduction (scatter) tools. these would cover carbon accounting within scope 1 (territorial) and scope 2 (grid-supplied) emissions, and consider some limited scope 3 (embodied) emissions including emissions from energy generation.
